He was elected hogreave 1752, fenceviewer 1753, constable 1768 but was excused, constable 1771, warden 1774, on a committee for hiring men for the army 1777.
Resided on his father's homestead. Dates of birth of children are from data of Dr. Ebenezer Alden's Randolph Sketches.

bapt. Dec.2,1683 (sic), died about Oct.1763 (will proved Oct.17).

His 1st wife and six of their ten children all died in the summer of 1739.

He resided in Randolph on North St. east side, just north of the brook, and south of the cemetery. His unusual will was presented for probate Oct.17,1763. It reads in part, "To that woman that lives with me, called my wife, Ruth Payne, so much of my estate as she can get by law, and no more, for she is a very imprudent and bad woman and hath hurt my estate many hundred of pounds by giving and selling out of my house things that did not belong to her. I know she doth not deserve any of my estate and I hope she will not get much of it." He mentions sons Peter, Ebenezer, Jacob and daughters Hannah Payne, Rachel Payne, and Rebecca Hunt, grandson Stephen Payne, grand daughter Silence Allen. He had sold part of the estate to sons Peter & Ebenezer in 1741 before his second marriage.

He was elected surveyor in 1713, fenceviewer 1721, surveyor 1722, constable 1726 but refused it, tithingman 1728, and probably is the Samuel Payne who was surveyor of highways in 1735 and 1741. He was a partner in the Land Bank Scheme of 1740.

S.P.62-466 - Will of Samuel Payne Jun.1,1759, filed Oct.17,1763:
